Ways to run your car park

One platform, every parking model

Charge for it, permit it, validate it or just watch it — mix and match across sites and even across bays. ParrotParking runs them all from one place.

Paid parking, cashless

Let drivers pay with any approved app via the National Parking Platform, at a pay-on-foot machine, or by plate — on tariffs you set.

Permits & barriers

Staff, residents and contractors just drive in — ANPR reads the plate and the barrier lifts. Manage digital permits without a fob in sight.

Patron validation

Give genuine customers a free stay. Staff validate a registration at a till, terminal or web page — everyone else pays or gets enforced.

Overstay enforcement

Entry and exit are paired to the second. Grace periods and whitelists protect genuine visitors; real overstays become a PCN, by the book.

Live occupancy

Know exactly how full every zone is in real time — drive capacity signs, close full areas and plan around your busiest hours.

Barrierless free-flow

No barriers, no queues. Run a camera-only site where vehicles flow freely and payment or enforcement happens quietly in the background.

Revenue & reporting

See utilisation, revenue, PCN outcomes and repeat visitors. Export for finance and audit, or share a live view with the landlord.

Whitelists & blocklists

Blue-badge, staff and season vehicles never get charged; known abusers and banned plates are flagged the moment they arrive.

Signage & compliance

Grace periods, clear terms and transparent appeals are built in, so your site meets the BPA/IPC single Code of Practice.

How it works

From tyres-on-tarmac to sorted, automatically

Every vehicle follows the same clear path — the platform decides in a heartbeat whether to welcome it, charge it or watch it.

  1. 1

    Vehicle arrives

An ANPR camera reads the plate at the entrance — barrier or free-flow, day or night.

  2. 2

    Identified

Permit holder? Paid session? Validated patron? On a whitelist? ParrotParking knows instantly.

  3. 3

    Welcomed or charged

The barrier lifts for permits, a paid or free session starts, or the visitor is invited to pay.

  4. 4

    Time on site tracked

Live occupancy updates and the clock runs, with your grace period applied automatically.

  5. 5

    Cleared or enforced

Paid or permitted vehicles just leave. A genuine overstay becomes a PCN, posted to the keeper with evidence.

Paid parking & the National Parking Platform

Let drivers pay with the app they already have

The National Parking Platform is the government-backed, not-for-profit scheme — run by the British Parking Association — that ends the “which app is it this time?” faff. Connect your car parks to the NPP and a driver can pay with whatever approved app they already use, while you keep your own tariffs, branding and data.

  • Pay by any participating app through the National Parking Platform.
  • Pay-on-foot and pay-by-plate terminals for anyone without an app.
  • Set tariffs, free periods and caps per site, per zone, per day of week.
  • You own your revenue and your data — the NPP just connects the payment.

Permits & access

Permit holders just drive in

Give staff, residents, contractors and season-ticket holders a digital permit tied to their plate. ANPR does the rest — the barrier lifts, or on a barrierless site they simply flow through and are never charged. No fobs to lose, no tickets to print.

  • Digital permits by plate — issue, renew and revoke in seconds.
  • Barrier or barrierless: lift the arm, or allow free-flow entry.
  • Pre-book visitors so their plate is expected before they arrive.
  • Time-boxed permits expire on their own — contractors gone by Friday, stay off by Saturday.

Patron validation

Reward your customers, not chancers

Free parking for genuine patrons is the best kind of welcome — and a magnet for commuters and shoppers-next-door if you can’t control it. ParrotParking gives your customers a free stay and lets your staff validate it in seconds, while everyone else pays their way.

  • Free for the first 90 minutes — or any period you choose, per site.
  • Staff validate a longer or free stay by typing the plate at a till, terminal or web page.
  • Spend-linked validation: bigger basket, longer free stay.
  • Genuine customers are never chased; abusers are quietly moved to enforcement.

Overstay & enforcement

Overstays handled, by the book

Enforcement only works if it’s fair. ParrotParking pairs every entry with its exit to prove exactly how long a vehicle stayed, applies your grace period and whitelists automatically, and only then prepares a charge — with the images and timeline to back it up.

  • Precise stay duration from paired ANPR entry and exit reads.
  • Grace periods and whitelists applied first — genuine visitors are never charged.
  • DVLA KADOE keeper lookup for BPA/IPC-accredited operators.
  • PCNs generated with a POPLA/IAS-ready evidence pack and full audit trail.

Who it’s for

Built for the way your site is used

From a single pub car park to a portfolio of retail parks, ParrotParking scales down to one camera and up to a whole estate.

Retail & shopping parks

Keep spaces free for real customers with validation, and turn all-day abusers into paying visitors.

Pubs, hotels & hospitality

Free parking for patrons, charged for everyone else — no more commuters filling the car park before opening time.

Private & residential estates

Resident and visitor permits lift the barrier automatically; unknown vehicles are logged and, if needed, enforced.

Councils & public car parks

Cashless pay-by-app parking through the National Parking Platform, with live occupancy and clean reporting.

Business & industrial parks

Staff and contractor permits, visitor pre-booking and tenant-by-tenant occupancy across a shared estate.

Healthcare, gyms & stations

Fair time limits, blue-badge whitelists and permit holders — with enforcement only where it’s genuinely warranted.

Your cameras, or ours

However your site is equipped, we can run it

Already have ANPR? We’ll use it. Starting from nothing, off the grid, or only need it for the weekend? That’s covered too.

Use the kit you have

ParrotParking works with the ANPR cameras, barriers and payment terminals already on your site — no rip-and-replace.

Or we supply & install it

No hardware yet? We provide and install the cameras, barriers and terminals for a minimal upfront cost and a simple monthly subscription.*

Temporary & event parking

Festivals, match days, markets and pop-up car parks — deployed for the event, managed while it runs, and taken away after.

Off-grid & low-power sites

Limited or no mains power? Solar-, battery- and 4G-connected ANPR keeps working where there isn’t a socket in sight.

* Subject to contract.

Fair & compliant

Enforcement drivers can’t argue with

ParrotParking is built around the BPA/IPC single Code of Practice, so charges only ever land where they should — and stand up when they’re challenged.

Grace periods by default

Consideration and grace periods are applied automatically, so a driver reading the signs or nipping in to turn around is never charged.

Evidence that holds up

Every charge carries time-stamped entry and exit images and a full audit trail — a POPLA/IAS-ready pack, not a guess.

DVLA KADOE, handled

Registered-keeper lookups run through the DVLA KADOE service for accredited operators, within the rules of the Code.

Transparent appeals

Clear terms, a straightforward appeal route and independent adjudication (POPLA or IAS) keep you — and your motorists — on solid ground.

Powered by ANPR-Live

ParrotParking runs on ANPR-Live, the real-time vehicle-recognition engine at the heart of the MET-Grid platform. That means proven plate recognition, zone occupancy, watchlists and automated actions — the same technology trusted well beyond the car park.

Questions, answered

Car park management FAQ

What is the National Parking Platform, and does ParrotParking support it?

The National Parking Platform (NPP) is a not-for-profit, government-backed scheme, run by the British Parking Association, that lets drivers pay for parking with whichever approved app they already use — instead of a different app for every car park. ParrotParking is built to connect your car parks to the NPP so drivers can pay by any participating app, while you keep your own tariffs, signage and data.

Do drivers need an app to pay for parking?

No. Drivers can pay with any approved parking app via the National Parking Platform, tap a pay-on-foot or pay-by-plate terminal on site, or simply drive in and pay by plate. You choose which options each car park offers.

Do I need to be BPA or IPC accredited to issue parking charges?

Yes. To request registered-keeper details from the DVLA (the KADOE service) and post a Parking Charge Notice, an operator must be a member of an Accredited Trade Association — the British Parking Association (BPA) or the International Parking Community (IPC) — and follow the single Code of Practice. ParrotParking produces compliant, evidence-backed charges and integrates DVLA KADOE for accredited operators; if you aren’t yet accredited, we can point you in the right direction.

How does patron or validated parking work?

You let genuine customers park free for a set period. Their vehicle is recognised on entry by ANPR, and your staff can validate a longer or free stay by entering the registration on an in-store terminal, till or web page. Everyone else is billed or moved to enforcement as normal.

Do I have to replace my barriers or cameras?

No. ParrotParking runs on the ANPR-Live platform, which works with most existing ANPR cameras, barriers, pay-on-foot machines and payment terminals. You can run barrier-controlled or barrierless (camera-only) parking on the kit you already have.

How are overstays detected and enforced?

ANPR cameras pair each entry with its matching exit to measure exactly how long a vehicle stayed. Grace periods and whitelists are applied automatically, so genuine and permitted vehicles are never charged. Where a real overstay or breach occurs, ParrotParking assembles the entry and exit evidence and prepares a Parking Charge Notice ready to post to the registered keeper, with a POPLA/IAS-ready evidence pack.
